[OFBiz] Dev - UI patch: partymangager create new security group

Hi

I represent a small company which just started with OfBiz. We've found
the functionality to be excellent, but the UI to big to grasp for non-
tech users. We'd like to make some UI changes which we think upstream
OfBiz will benefit too. 

For example, admin -> party -> security has the link "Create New
SecurityGroup" at top of page, right after "SecurityGroups List". Our
manager, when quickly scanned the page, ignored it believing it was a
subtitle. We are used from other web applications to be at bottom.

We also find the way some applications on Mac OSX show actions, they
usually hide buttons when you don't need them, depending on context.
This makes the interface more clear (not less powerful). The "Create New
SecurityGroup" link was present even when editing current groups, not
only on review groups screen.

Attached is a patch to fix these small usability issues. If it's
accepted, I'll send more as we continue to introduce OfBiz. (e.g. create
new group misses a Cancel button which would return user to review
current groups screen. Being a web application, I know one can cancel by
clicking on any link except Update, but non-tech users don't know that)
