[OFBiz] Users - wiki page for upgrading to REL_3_1_0

Si and everyone else,

Where is the best place to link this page from?  Should there be a link 
from the Administration Manual for release notes or the Developers 
section.  I think it helps in a Wiki when you can find the page through 
a link rather than just a wiki search.  It gives the wiki section more 
context and helps direct users to the page.

Any thoughts from any wiki gardners out there?
