[OFBiz] Users - customizing pricing rules

The pricing and promo rules don't use the rule engine, actually at this 
point nothing does.

Look at the entity definitions or admin user interfaces for these 
things to get an idea of what they do. There is also some example data, 
just one for the price rules and a bunch for the promo rules.
