[OFBiz] Users - Bug in services.xsd or in order/services_cart.xml

Hi,

Looking further into the existing configuration files I found another 
oddity.
In services.xsd the type-validate element is specified that it must have 
a fail-message child element.
In order/services_cart.xml there are several type-validate elements 
defined but none of them contains a fail-message element.

Which one is right?
Don't the configuration files get validated against the schema?

I also noticed that some configuration files miss the proper header, for 
instance accounting/services_agreement.xml
This is probably not wanted...
