[OFBiz] Users - How to create an order in OM for a customer with no address?

We're currently using OFBiz for back office management (no ecommerce yet)
and occasionally we have an in-store pickup.  Normally we have addresses for
our customers but sometimes we don't.

 

OFBiz Order Manager requires that I have a Shipping Destination address for
a customer before I can proceed to the Shipping Requirements screen and
select No Shipping.  This forces us to create fake addresses for customers
that we don't have addresses for.

 

Is there a way to change the order of the screens so that the OM only asks
for the shipping address if a shipment method is selected?
