[OFBiz] Users - Product Setup & Price rules

I haven't reviewed this in detail, but my 2-minute guess is that you
need a lower range AND an upper range condition for each rule,
otherwise they will all apply...
In other words: quantity >= 2, quantity <=10; NOT just quantity >=2
(it can't read your mind or figure out from other rules what the
upper bound should be...).
