I might be wrong but I doubt variant products are automatically included
from the virtual product i.e. "HAT_VP"
Try testing this at the simplest levels and with the default product
data to start with. Just use one non virtual or variant product and test
the following:
create a promo with only the lower boundary
create a promo with only the upper boundary
create a promo with both lower and upper boundaries
move onto virtual and variant products
categorised groups of products
Start at the lowest level and keep adding complexity until hopefully
success or if you're unlucky failure at which point you clearly know
what is failing.
