[OFBiz] Users - Security Message In Web Tools

Hi All,
 
The security alert:
 
"This page contains secure and nonsecure items. Do you want to display the nonsecure items?" 
 
pops up with every page request in Webtools. The behavior occurs on a clean copy from SVN. The alert does not appear in ecommerce while browsing or checking out. 
 
Is there a security config setting someplace that will stop this?
